and you just stay active, post on forum and stuff (within rules obviously), and (obviously xD) dueling!
Also, another good way to quick rank-up is to participate, and win, academy tournaments
to sign up just wait for a sign-ups page to be put up and sign up.
I'm fairly certain you get rank by amount of Duel Points, you start with 100, and you duel other players for the DP (agreed on with both parties), and winner gets the DP.
