ACTA is going to be worst, and it's not just a "scary thing no one cares about". This may actually greatly affect how we browse through our web as we speak. Imagine this, every time you talk to someone or send someone a small little file (may it be a song or a little ringtone). That information at the moment you press that enter button or send button goes through what I like to imagine, "The highway of the internet". As your information goes through those highways, your internet providers (Comcast, Verizon, etc.), has the ability to see what you send and what everyone else sends. That's when they say, "Hey, this bro-ski here is sending a song to a friend. Let's fine and arrest these bros." Both of you are now convicted of a crime and sent to jail for who knows how long.
I don't think anyone wants anyone to know that everything we do on the internet is being monitored by the government. No more such thing as privacy, maybe your high-score on solitaire, but other than that, no much is left.
