If you want milling deck the best is Empty Jar. Go with that. For tips, try here:

For Empty Jar, the idea is to use Morphing Jar #2 in a combo with All-Out Attacks when you have preferrably 2 or more other monsters on your field. Since the deck only runs monsters like Morphing Jar, Morphing Jar #2, Needle Worm, and Hiro's Shadow Scout, the monsters you summon will always help you make your opponent mill more, and with All-Out Attacks around the monsters will be immediately flipped up so you can activate their effects. Then, if 1 of your summoned monsters was Morphing Jar #2, you get to send them back to the deck and resummon, reflip, and make your opponent mill even more. If you can get the combo started, chances are very high that you will make your opponent deck out in 1 turn. The rest of the deck consists only of ways to summon and flip your monsters, along with a bunch of draw engines. I leave it up to you what draw engines to use but typically you want to use all 3 Books and The Shallow Grave, Call of the Haunted . . . etc for getting your monsters back.
